Seal of Arrival

Surely most foreigners here, whether tourists or residents, know this visa. It's the entree visa from the airport. But this visa don't allow you to make any things official. Like official marriage or official divorce. Buying a house, a car, or start a business. Also it not gives you any rights to deal with Government agencies. Does anybody knows that it needs only another small stamp with this visa to can do all official treatments. It calls Seal of Arrival.
